Die Geschichte des Wolgaautomobilwerkes begann am 27. Juli 1966, als der Beschluss der Regierung über den Bau des großen Automobilwerkes mit dem Ausstoß vom 600.000 PKW jährlich im Kuibyschewr (heute Samarar) Gebiet gefasst wurde. Im August 1966 wurde das Generalabkommen mit dem italienischen Konzern FIAT über die Zulieferung von Ausrüstung, Technologien und Lizenzen für die Organisierung der Herstellung von Kraftwagen abgeschlossen. Zum Generaldirektor des Automobilwerkes wurde der stellvertretende Minister für Automobilindustrie der UdSSR Wiktor Nikolajewitsch Poljakow ernannt. Das Werk wurde gleichzeitig projektiert und gebaut. Dies ließ einige Jahre einsparen. Im Januar 1967 nahm man den ersten Baggereimer des gefrorenen Grundes heraus. Schon im April wurden auf dem Fließband die ersten Autos „Shiguli“ zusammengebaut, die heute im Ausland unter dem Namen „LADA“ bekannt sind. An der Errichtung des Riesenwerkes an der Wolga nahmen 40 Ministerien teil.
